IRCC Updates – Provincial Attestation Letters (PALs)

On January 22, 2024, the to ensure that all students coming to study in Canada are fully supported and set up for success.  Due to the potential for confusion and misinformation on this topic, we recommend students and their families refer only to the information published on the  and official university websites.

As part of this announcement, Immigration, Refugees and Citizenship Canada (IRCC) has updated to be submitted along with a study permit application. Part of the new study permit process includes the receipt of a new document, called a â€˜provincial attestation letter’ or ‘PAL’, to be issued by the provinces.

New undergraduate students applying for their initial study permit will require a PAL. After a student has accepted their offer, ÐÓ°ÉÔ­´´ will initiate the PAL process and this document will be uploaded into ÐÓ°ÉÔ­´´360. International Admissions have prepared a dedicated to support students through their admissions process that is updated regularly as information becomes available.

If you are an international student currently studying at ÐÓ°ÉÔ­´´, the new announcements will not affect your status in Canada, as study permit renewals are not included under the new regulations. Please refer to the ISSO study renewal guide for additional information. Master’s and PhD students are also exempt from the new regulations and caps.
