Kyle Morrow is Founder and Principal Lawyer at Morrow Law, a boutique political law firm in Canada’s National Capital Region. Prior to founding his own law firm in 2026, Mr. Morrow worked for a decade at Canada鈥檚 largest law firm.
Mr. Morrow provides compliance-related advice to Fortune 500庐 companies, trade and industry associations, not-for-profit organizations and Crown corporations in all areas of political law, including access to information law, anti-bribery and corruption law, conflict of interest law, election and campaign finance law, foreign agent registry law, lobbying law, parliamentary and legislative law, public inquiry law, public-sector ethics law, public-sector procurement law and whistleblowing law.
He also defends politically-exposed clients, including elected officials, who are being investigated or prosecuted for white-collar criminal, quasi-criminal or regulatory offences (including bribery-related offences, election-related offences, fraud-related offences, lobbying-related offences and ethics-related offences). He has represented clients in proceedings before the Office of Supplier Integrity and Compliance, the Office of the Commissioner of Canada Elections, the Office of the Commissioner of Lobbying for Canada, the Office of the Conflict of Interest and Ethics Commissioner for Canada, the Office of the Integrity Commissioner for Ontario, the Office of the Lobbyist Registrar for British Columbia, the Sensitive and International Investigations Team (鈥淪IIT鈥) of the Royal Canadian Mounted Police and the Special Investigation and Internal Disclosure (鈥淪IID鈥) Directorate of the Department of Public Services and Procurement. He’s also been exposed to proceedings in the Ontario Court of Justice and the Superior Court of Justice. Mr. Morrow is known as a meticulous, strategic and tough defence counsel who helps his clients navigate the choppy waters where law and politics collide.
Mr. Morrow previously served on the boards of directors for the Diefenbunker (Canada鈥檚 Cold War Museum) and Lupus Ontario. He also previously sat on the executive for the Canadian Bar Association鈥檚 Law of Lobbying and Ethics Committee. He is a recipient of the Martin Mason Memorial Award for Constitutional Law (2016) and the Best Lawyers 鈥淥nes to Watch鈥 Award (2021, 2022, 2023, 2024). Mr. Morrow has volunteered on election campaigns in British Columbia, Alberta, Ontario and Nova Scotia, and previously volunteered as an opposition researcher in the Office of the Leader of the Liberal Party of Canada.
He holds a B.A. Hons. (Political Science) from St. Francis Xavier University and a J.D. (Common Law) from the University of Ottawa. His undergraduate thesis (鈥淭he Gay Card: Same-sex Marriage, Barack Obama and the 2012 U.S. Presidential Election鈥) examined the electoral impacts of wedge issues; his major paper in law school (鈥淎lberta鈥檚 Campaign Finance Regime: Legal Loopholes, Deregulated Spending and the Coming Charter Challenge鈥) argued Alberta鈥檚 (former) campaign finance system was unconstitutional.
Mr. Morrow has been teaching POLM 5906A聽(鈥淧olitics and the Law鈥) in the Clayton H. Riddell Graduate Program in Political Management for six years. In his spare time, Mr. Morrow enjoys reading, writing, swimming, curling, scuba diving, hiking and travelling.
