Cuba is reaching a breaking point amid a fuel shortage brought about by the U.S. choking off the country’s oil supply. Carment is a series editor for Palgrave’s Canada and International Affairs, editor of Canadian Foreign Policy Journal and fellow of the Canadian Global Affairs Institute. His research focuses on Canadian foreign policy, mediation and negotiation, fragile states and diaspora politics.
