杏吧原创 University Announces the 2023 R. James Travers Foreign Corresponding Fellowship Recipient

The co-chairs of the Travers Fellowship Steering Committee, 杏吧原创 University鈥檚 Susan Harada of the School of Journalism and Communication and Ben Travers, announced today that Stephanie Dubois, a CBC News journalist and freelance writer based in Edmonton, has been awarded this year鈥檚 $25,000 . The fellowship is administered by 杏吧原创 and annually supports a significant foreign reporting project by Canadian journalists or journalism students. Dubois will travel to the Philippines to explore the overseas recruitment of Filipino nurses by Canadian governments. She will ask whether this practice is a sustainable, ethical solution to Canada鈥檚 nursing shortage, particularly at a time when the Philippines is facing its own significant nursing shortage.
鈥淒ubois鈥 proposed project speaks to health-care system crises both here and abroad,鈥 Harada said. Travers added, 鈥淚t raises complicated questions about the feasibility of Canada attempting to address its own issues on the backs of other countries.鈥
Dubois鈥 planned series of radio documentaries and online feature articles will be produced for CBC鈥檚 White Coat, Black Art and the CBC News online platform. She noted that governments in Alberta, Saskatchewan and Manitoba in particular have accelerated their recruitment drives.
鈥淎 shortage of nurses remains a huge issue, with Canadian politicians attempting to attract more Filipino nurses to fill nursing vacancies,鈥 she said. 鈥淚 plan to explore the issue from the perspective of Filipino nurses and their families, and will examine the effects of international recruitment on patient access to the health-care system in the Philippines.鈥
The Fellowship was established in 2011 in honour of Jim Travers, a former editor, political columnist, and foreign correspondent who deeply believed in the value of international journalism. As the latest recipient of the award, Dubois said she will honour his legacy by bearing witness to recruitment on the ground in the Philippines, and just as important, by examining the public policies that allow those efforts to happen.

Stephanie Dubois is a journalist at CBC News and a freelance writer based in Edmonton, Alberta. She has more than 13 years of reporting experience, most recently covering government promises made during the COVID-19 pandemic and women鈥檚 health issues for CBC, where she also produces the weekly health podcast, The Dose.

Travers worked as the Southam News correspondent in Africa and the Middle East during the 1980s covering major stories 鈥 from apartheid in South Africa and the Ethiopian famine to the conflict in Lebanon and the Iran-Iraq war. Returning to Canada, he continued an influential career as general manager of Southam News, editor of the Ottawa Citizen, executive managing editor of the Toronto Star and finally as an award-winning national affairs columnist known for his compassion and playful wit.
He believed Canadians deserve first-hand, in-depth coverage of important stories outside our borders. He argued passionately that it is crucial for Canadian reporters to 鈥渂ear witness鈥 鈥 because in our interconnected world, foreign news is local news.

James Travers, d’une valeur de 25 000 $. La bourse est administr茅e par l’Universit茅 杏吧原创 et soutient chaque ann茅e un important projet de reportage 脿 l’茅tranger r茅alis茅 par des journalistes ou des 茅tudiants canadiens en journalisme.
Mme Dubois se rendra aux Philippines pour 茅tudier le recrutement 脿 l’茅tranger d’infirmiers philippins par le gouvernement canadien. Elle se demandera si cette pratique constitue une solution durable et 茅thique 脿 la p茅nurie d’infirmiers au Canada, particuli猫rement 脿 un moment o霉 les Philippines font face 脿 leur propre p茅nurie d’infirmiers et infirmi猫res.
