Canadian Foreign Policy Journal Tackles Canada鈥檚 Response to Globalization Over the Last Half Century

杏吧原创 University鈥檚 David Carment, Canadian Global Affairs Institute (CGAI) Fellow, professor at the (NPSIA) and editor of the (CFPJ), along with guest editors, St茅phane Roussel of the 脡cole Nationale d鈥橝dministration and Greg Donaghy, head of the Historical Section, Global Affairs Canada, have released the newest issue of CFPJ, Canada and the Challenges of Globalization since 1968.
This issue brings together a handful of Canada鈥檚 foremost foreign policy and international relations experts and asks about the challenges posed by globalization over the last 50 years. How did Canadians and their policy-makers understand those challenges? And how well did Canada respond? The results are generally encouraging — Canada鈥檚 engagement with the globalized world since 1968 has been imperfect and improvised, but purposeful.
鈥淔ar from being swept along in a reactionary process beyond its control,鈥 said Donaghy, 鈥淐anada often responded to the pressures of globalization in a liberal, measured and interest-based manner.鈥
Contributors to this issue include Adam Chapnick, who discusses Canada鈥檚 UN Security Council record in an era of reform, as well as political scientists Sara Greco and St茅fanie von Hlatky, on Canadian burden-sharing in NATO. Roussel, Justin Massie and Jonathan Paquin review Canadian white papers on foreign affairs and defence since the 1960s, capturing the official view of the changing global security context.
Several contributors underline globalization鈥檚 social dimensions. Peter Stoett explores the contradictory pressures shaping Canada鈥檚 response to global environmentalism and Laura Macdonald demonstrates how globalization encourages transnational linkages that promote civil engagement in foreign policy decision-making. Historians David Webster and Laura Madokoro explore Canada鈥檚 challenges regarding global migration and engaging the global south. Alberta trade expert Chris Kukucha offers a grim reckoning of Canadian foreign trade policy over the past quarter century.
Looking forward, former diplomats Lucie Edwards and Daryl Copeland, use the past to offer compelling lessons for the future of Canada in the world.

David Carment, Fellow 脿 l鈥橧nstitut canadien des affaires mondiales (CGAI), professeur 脿 la Norman Paterson School of International Affairs (NPSIA) et r茅dacteur en chef de la revue La politique 茅trang猫re canadienne, vient de publier, en collaboration avec Greg Donaghy, chef de la Section des affaires historiques 脿 Affaires mondiales Canada, et de St茅phane Roussel, professeur 脿 l鈥櫭塩ole nationale d鈥檃dministration publique (ENAP), le plus r茅cent num茅ro de la collection, sous le titre Le Canada face aux enjeux de la mondialisation depuis 1968.
Dans cette publication, quelques-uns des plus 茅minents chercheurs en relations internationales et en politique 茅trang猫re sont appel茅s 脿 se prononcer sur une s茅rie de questions : Quels ont 茅t茅 les principaux d茅fis par la mondialisation au cours des cinquante derni猫res ann茅es? Comment les Canadiens et leurs dirigeants politiques ont-ils per莽u ces changements? Comment ont-ils tent茅 de s鈥檡 adapter et avec quel succ猫s? Ainsi, Adam Chapnick s鈥檌nt茅resse 脿 la feuille de route canadienne face aux tentatives de r茅forme du Conseil de S茅curit茅 des Nations Unies; Sara Greco et St茅fanie Von Hlatky 茅valuent la contribution du Canada au 芦 partage du fardeau 禄 au sein de l鈥橭TAN; St茅phane Roussel, Justin Massie et Jonathan Paquin font un survol des livres blancs sur la politique 茅trang猫re et la d茅fense publi茅s depuis les ann茅es 1960 pour saisir la perception du gouvernement d鈥檜n environnement de s茅curit茅 mondial en 茅volution.
Plusieurs contributions portent sur les dimensions sociales de la mondialisation. Ainsi, Peter Stoett explore les pressions contradictoires qui structurent la r茅action du Canada 脿 l鈥櫭﹎ergence des pr茅occupations environnementales. Laura Macdonald d茅montre comment la mondialisation a favoris茅 des liens transnationaux qui incitent la soci茅t茅 civile 脿 participer 脿 la prise de d茅cision en politique 茅trang猫re. David Webster et Laura Madokoro cernent les d茅fis que posent au Canada les mouvements migratoires et le dialogue avec les soci茅t茅s du Sud.
