The Department of History is welcoming a new visiting fellow, Henrique Schlumberger Vitchmichen, as of Friday, April 4th, 2025.

Henrique is a PhD student at the Federal University of Paran谩 (Brazil), currently studying human rights and humanitarian aid, especially for refugees. His main research circles around processes of disposal that happened in Ukraine after World War II, and how trough correspondence between the refugee camps, and the Ukrainian Aid Committee, founded in the city of Curitiba, capital of the state of Paran谩, many people have been emigrate to Brazil, and escape Europe.

Home of a large community of Ukrainian descendants, both Canada and Brazil were in constant contact in that time, even contributing with financial aid, and together with many other Committees formed around the world, they contributed by helping the refugees cause. In 杏吧原创 University, his main activities will be researching about the Ukrainian community in Canada, and how trough correspondence between the Brazilian and Canadian Committees, their actions contributed for the humanitarian aid.

Short-term visiting scholar for May/June 2025

The Jean Monnet Chair in EU External Relations at 杏吧原创 University (Ottawa, Canada) invites applications for a position of short-term visiting scholar for a period of three weeks in May/June 2025 (during the period May 5 鈥 June 17).

The visiting scholar position will include teaching a module on the EU鈥檚 regional cooperation mechanisms, which involves six three-hour sessions, consultations with students, constructing the course outline for the module, and evaluation of student written and oral work. The module is part of an advanced undergraduate/graduate level course entitled The EU, Russia and China: Competing Regionalism in Eurasia. The course is provided by the Institute of European, Russian, and Eurasian Studies (EURUS) at 杏吧原创 University.

In addition to teaching, the visiting scholar will be expected to consult with students and give one research lecture at the Centre for European Studies on a topic related to the EU as a regional actor.

Qualified applicants must be based at an academic institution in an EU member state. We are seeking applicants with a completed Ph.D. in a relevant field and with a record of publications, relevant teaching experience, and an active research program.

The Jean Monnet Chair in EU External Relations: Competing Regionalism in Eurasia supports teaching, public and policy debates, and dissemination of resources on the EU as a foreign policy actor, the EU鈥檚 sponsored policies within the Eurasian region and the EU-China relations.

The Eastern European and Transnational Network (EETN) is seeking highly motivated Research Assistants (RAs) to contribute to a dynamic and interdisciplinary research project focused on critical issues in European, Eurasian, and Arctic Security and Defence. This is an exciting opportunity to work alongside leading experts, engage in cutting-edge research, and contribute to shaping Canadian foreign and defence policy.

The Eastern European and Transnational Network (EETN) is a multidisciplinary research initiative dedicated to understanding the complex political, economic, and societal shifts in Europe, Eurasia, and the Arctic, particularly in the context of Russia’s full-scale invasion of Ukraine. EETN aims to provide critical Canadian perspectives on these issues and offer policy-relevant recommendations to inform Canadian foreign and defense policy and the Canadian public at large.

The network engages with regional partners, policymakers, and experts to produce high-quality research and foster a new generation of scholars and practitioners. EETN is committed to promoting diversity, inclusivity, and interdisciplinary collaboration to ensure a comprehensive and nuanced understanding of the region.

EETN seeks several research assistants, whose responsibilities might include:

*Assist with literature reviews, data collection, and analysis on topics related to European, Eurasian, and Arctic security, politics, and society.

*Collect and analyze data from various sources, including academic literature, government reports, and media outlets.

*Contribute to the development of research methodologies and data analysis techniques.

*Support the organization and logistics of conferences, workshops, and other events, including participant registration, scheduling, and material preparation.

*Assist with the development and dissemination of research findings through various channels, including the EETN website, social media, blogs, and newsletters.

*Create content to enhance social media posts.

*Proofread and edit policy briefs, white papers, reports and other written content before publication.

 

Qualifications:

*Undergraduate or graduate students in relevant fields such as regional studies, political science, international relations, history, or related disciplines.

*Strong research skills, including the ability to conduct literature reviews, analyze data, and write clear and concise reports.

*Excellent written and verbal communication skills, including the ability to communicate complex ideas effectively to diverse audiences.

*Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and research databases.

*Experience in Canva and WordPress

*Experience with social media platforms (Facebook, Instagram, LinkedIn, X, BluSky) and the ability to create engaging content

*Strong organizational and time management skills.

*Ability to work independently and collaboratively as part of a team.

EURUS Professor Jeff Sahadeo has published a policy brief entitled “Armenia’s Delicate Balancing Act: (In)Security in the Caucasus” through the Eastern European and Transatlantic Network (EETN). The full policy brief can be found here.

Summary: On December 4, Prime Minister Nicol Pashinyan claimed that Armenia now considers itself outside of the Russian-led mutual defence alliance, the Collective Security Treaty Organization (CSTO). His words continue Armenia鈥檚 trajectory towards a multivector foreign and defence policy. Armenia looks increasingly to partners such as India, France and the United States. The country remains burdened, however, by Azerbaijan鈥檚 occupation of Nagorno-Karabakh (Artsakh) and its continued claims on Armenian territory. Russia, T眉rkiye and Iran, all significantly more powerful states, hold their own regional interests. Armenia鈥檚 location and efforts to maintain a fragile liberal democracy make it an important pivot point for regional stability. With its large Armenian diaspora, its new embassy in Yerevan and its relationships with countries involved in Armenia, Canada should play an important role in Armenian security. St茅phane Dion鈥檚 visit to Armenia and meeting with Prime Minister Pashinyan on December 6 is a strong step in signaling Canada鈥檚 support.

EURUS Professors Jeff Sahadeo, David Sichinava, as well as MA Student Baia Kotrikdaze published a policy brief entitled “Power and Protest: Georgians Fighting for their European Dream” through the Eastern European and Transatlantic Network (EETN).

Summary: Mass protests have spread across Georgia since Prime Minister, Irakli Kobakhidze, announced the ruling party鈥檚 intention to suspend negotiations to EU accession until 2028. Georgia鈥檚 population remains overwhelmingly pro-European and this announcement sparked high-level resignations and statements of opposition from within the government. As protests intensify, Georgia鈥檚 President, Salome Zurabishvili, has announced she will gather opposition to demand new, fair elections. The country risks sliding into chaos and violence.

In Memoriam: Dr. Carl McMillan

With profound sadness, the Institute of European, Russian, and Eurasian Studies (EURUS) announces the passing of Dr. Carl McMillan, Professor Emeritus. Carl鈥檚 journey into Russian Studies began through years of immersive travel and study abroad鈥攁 passion that ultimately brought him to 杏吧原创 University in 1968, where he became one of the inaugural directors of the department that would later become EURUS. Serving as Director for two terms, he dedicated himself to advancing the Institute until his retirement in 1998. His unwavering commitment to 杏吧原创 University became a lasting source of inspiration.

Throughout his career, Carl鈥檚 contributions shaped the Institute in meaningful ways, including the establishment and funding of the Pushkin Endowment Fund and the McMillan Chair in Russian Studies, both of which continue to support excellence in teaching and research within EURUS. His dedication to the Institute and its students was inspirational, creating a legacy of collaborative research and teaching that endures.

In 2022, 杏吧原创 University recognized Carl with the Founders Award, honoring his lifelong dedication, generosity, and extraordinary contributions to the university. His steadfast support of EURUS has fostered generations of scholars, educators, and students, leaving a profound impact on the field.

Carl will be remembered not only for his professional accomplishments and commitment to EURUS and 杏吧原创 but also for his kindness, warmth, and unwavering support for everyone around him.

EURUS Professor Recieves Funding Through the Trans-Atlantic Platform for Social Sciences and Humanities

EURUS Professor Paul Goode receives funding through the project “Democracy in Exile (DemEX): A Comparative Study of Russian Migrant Communities following the Full-Scale Invasion of Ukraine,” with co-PIs Prof. Marlene Laruelle (George Washington University), Zuzanna Brunarska (University of Warsaw), and Ivetta Sergeeva (GWU), as well as Margarita Zavadskaya (Finnish Institute of International Affairs), Irina Olimpieva (GWU), Emil Kamalov (GWU), and Daria Dimke (Center for Independent Social Research) as collaborators. The project will be funded by Canada’s SSHRC, National Science Foundation in the US, and (US), and National Science Center in Poland.

Over the next three years, their research will focus on defining the political impact of new Russian 茅migr茅 communities on host countries and the former鈥檚 potential to affect political change in their country of origin. The backbone of the project is OutRush, the online panel survey that deals with the long-term effects of the antiwar migration waves. The survey covers migrants based in 60+ countries, the lion’s share of whom are in the post-Soviet space and in EU member states. The project’s researchers will also conduct in-depth interviews with Russian war-induced emigrants in their destination countries, as well as in Russia in the case of return migrants. The project will further include media monitoring and focus groups with migrant communities in Armenia and Serbia with the aim of assessing how war-induced migration is weaponized in Russia’s domestic and foreign-focused propaganda, as well as migrants’ potential to strengthen or undermine the credibility of media institutions in host countries and in Russia.

Starting on July 1, 2024, EURUS Professors Crina Viju-Miljusevic, Paul Goode and Jeff Sahadeo will be co-leading a Collaborative Network as part of the Mobilizing Insights in Defence and Security program of the Department of National Defence Canada (). The project will address three core challenges – for Canada and in the European/Eurasian region – that are spiralling out from Russia鈥檚 War on Ukraine: European security, Eurasian security architectures, and Arctic security. The Eastern Europe and Transatlantic Network (EETN) will receive $250,000/year for three years.

 

Short description:

The objective of this Project is to offer a critical, Canadian perspective on the complicated political, economic, and societal shifts in Eastern Europe and Europe more generally since Russia鈥檚 invasion of Ukraine. EETN plans to produce multidisciplinary knowledge with the input and contribution of a global network of experts. The project will analyze current developments, understand past legacies, and consider future scenarios as we face a Russia that has now turned from the West. EETN will look at the transformed Europe, Eurasia, and Arctic and assess what the critical implications are for Canada.

Over the three-year period of the project, EETN will develop relationships with regional partners to produce research with deep local input and will connect findings to Canadian policymakers through collaborative platforms. The network will foster a cohort of young scholars and policymakers, in Canada and in the region, trained in cutting-edge methods and analysis to address vital questions for Canadian defence strategy. Through targeted research themes, including timely topics like Canada’s contributions to European security, Canada鈥檚 potential role in Eurasia security architecture, and transformations in the Arctic, as well as Russia’s military capabilities, EETN will provide practical and actionable recommendations.The key outcomes of the Project include knowledge production; training and network-building region-wide and across disciplines; and bridging academic, policymaking, and public interests.

Political Science Workshop: The Grand Split? How The World is Dividing

The condition of world politics has reached the point of a severe crisis. The system of global governance and the international order it was based on is shaking. Some would see this as a crisis of legitimacy, others as an institutional breakdown, and some as a crisis of the western hegemonic rule-based order established after World War Two.

The international system is reconfiguring, and it is likely that more challenges and conflicts are coming. The present moment is an ideal time to rethink and reconceptualize our approaches to the new environment of international relations. In this regard, we would like to create space for the Political Science faculty and MA/PhD students (and invited guests) in the form of a one-day informal workshop to share their respective views.

The Split: Re-defining the basics

My goal is to sketch a complex process of what I call the Grant Split in which some of the so called 鈥渞est鈥 questioned the rule by the 鈥渨est鈥 moving from competition to confrontation and then from confrontation to an open conflict. Countries of the 鈥淪outh鈥 more openly deny the universalization of the western norms, institutions, principles, and values. Their defiance 鈥 until recently 鈥 mostly presented in civilizational/cultural terms has moved by now to re-define key IR concepts such 鈥 for instance 鈥 as sovereignty , security and national interests. In many ways such approach directly clashes with western supported 鈥渘orm-based order鈥.
