The Jean Monnet Network on EU-Canada Relations is pleased to host a research webinar, “Balancing Power and Fostering Coherence: The EU Viewed from Within” with Arthur Benz, Professor Emeritus, Technical University Darmstadt (Germany) and聽Adrienne H茅ritier, Professor Emeritus, European University Institute, Florence (Italy).
杏吧原创 the webinar: During the last two decades, the European Union (EU) has faced major policy challenges in addressing issues such as the Eurozone crisis, massive immigration flows, impacts of climate change, and regional instability. In the EU鈥檚 complex multi-level governance system, where powers are divided between the Member States and the Union, these challenges have created contentious politics that threaten the power balance and coherence of the EU polity. However, when the division of power seemed out of balance, actors often initiated processes of balancing powers.
Drawing on insights from their book project, the speakers will examine these processes. They draw attention to 鈥榮afeguards鈥�, that is, mechanisms that are initiated by actors鈥� strategies and usually lead to informal changes in the institutional distribution of power, but may also trigger institutional reform. The authors will provide examples of how these mechanisms have been used and discuss under which condition they attenuate institutional tensions and political conflicts, or cause an escalation of conflicts.

His research and publications have focused on comparative federalism and multilevel governance. is professor emeritus, Department of Political and Social Sciences, European University Institute, Florence, Italy. She has done extensive research and published on institutional change in the European Union and European processes of policy making.
