She discusses Europe’s rapid shift away from Russian energy and the most significant policy changes and the “policy entrepreneurs” who used the crisis to accelerate climate reforms at both the EU and national levels. Next, Dr. Schreurs examines Russia’s deepening energy ties with China to bypass sanctions and what that means for Europe’s growing dependence on China for clean-energy technologies and the critical minerals behind them.

Dr. Schreurs also compares Canada and Germany, including the roles of federalism and EU climate legislation, and offers ways to overcome “fossil fuel legacies” without sparking major backlash or disruption. The interview closes by discussing how rising geopolitical tensions and uncertainty in the transatlantic partnership are shaping energy policy in Europe and Canada.

The newest in the EU Policy Brief Series, “European Defence in the Face of War”, is written by Dr. , Associate Professor at the Royal Military College Saint-Jean and Visiting Scholar at Ӱԭ University (2025-2026). She discusses the changing European Union (EU) defence strategy. Read the EU Policy Brief here.

In the years before the invasion of Ukraine by Russia in 2022, Dr. Lavallée defines the recent challenges which led the EU to bring forward a new European defence strategy – Brexit, the United States’ diminishing support for Europe’s defence and the invasion of Ukraine by Russia in 2022. The EU’s in 2022 set forth a goal of building European defence capabilities to protect the EU.

Dr. Lavallée’s shares her insights which draw upon the new presented by the European Commission and the High Representative for Foreign Affairs and Security Policy in March 2025, which identifies capability requirements and proposes financial mechanisms to support Europe’s rearmament. She notes the signifigance of the White Paper in outlining two ‘roadmaps’ as strategies to address the occurrences of violations of European air space and the European defence industry preparing for modern warfare with drones and new disruptive technologies. Dr. Lavallée provides key findings and includes her insights on the policy implications.

Call for Applications Now Open: Financial Support for Graduate Student Travel Research to European Union for Spring/Summer 2026 /ces/2026/call-for-applications-graduate-student-financial-support-travel-research-in-eu/?utm_source=rss&utm_medium=rss&utm_campaign=call-for-applications-graduate-student-financial-support-travel-research-in-eu Tue, 13 Jan 2026 21:41:06 +0000 /ces/?p=14662 The Jean Monnet Centre of Excellence call for applications for financial support for Graduate Student Travel Research to the European Union (EU) is now open! Doctoral and Master’s level students enrolled at Ӱԭ who are conducting research in the EU and on a topic related to the EU, European integration or EU-Canada relations are eligible to apply for Spring/Summer 2026.

The maximum amount of financial support which a graduate student may receive is $1200 to assist with partially covering travel and research expenses. Research must be conducted in the EU member states to be considered for financial support by the selection committee and can be combined with other activities such as a student study exchange, the EU Study Tour or a language course.

More details about the application and the materials to submit can be found here. The deadline to submit application materials is no later than Sunday, February 22, 2026.

Please note: Travel research financial support is conditional on the travel being permitted under the application of travel rules issued by Ӱԭ University, the Government of Canada and the government of the destination EU member state at the time of travel.

Call for applications: Konrad Adenauer Visiting Scholarship on Transatlantic Relations, Fall 2026 /ces/2025/14609/?utm_source=rss&utm_medium=rss&utm_campaign=14609 Fri, 12 Dec 2025 16:55:20 +0000 /ces/?p=14609 The Centre for European Studies at Ӱԭ University and the  (Foundation Office Canada) are now inviting applications for the position as Konrad Adenauer Visiting Scholar on Transatlantic Relations.

The successful applicant will be a scholar in residence at Ӱԭ University for a period of four months, September – December 2026, and teach one MA-level seminar on a topic in transatlantic relations in the interdisciplinary Institute of European, Russian, and Eurasian Studies (EURUS). In addition to teaching, the visiting scholar will give one lecture on the topic of their research, which will be presented in a public event co-hosted by the Konrad Adenauer Stiftung. Other activities during the visitor’s stay in Ottawa (such as research activities, consultations with policy practitioners, guest lectures at other universities, etc.) are encouraged and will be facilitated.

A juried panel of scholars and experts selected Ӱԭ University student, Maia Tustonic, to receive one of the three awarded fellowships for her exemplary journalism.

Maia Tustonic, an undergraduate student, reports on Canada’s strengthening the partnership with the European Union with her article, . Maia is enrolled in a Bachelor’s degree program in Journalism and Political Science: International Relations and World Politics, at Ӱԭ University.

Aurélie Lachapelle and Liam Razzell were awarded fellowships for their articles. Aurélie writes about the tensions leading up to Germany’s federal election in early 2025 with and Liam focuses his writing on a potential partnership between Canada and the European Union with .

These three laureates will travel to Brussels later this year for an organized and expense paid one-week study tour to learn first-hand about the European Union’s institutions. Mikhail A. Polianskii has been selected as the 2025 Konrad Adenauer Visiting Scholar on Transatlantic Relations. Dr. Polianskii will be in residence at Ӱԭ University throughout the Fall 2025 term.

Dr.Polianskii is a post‑doctoral researcher at the Leibniz‑Institut für Friedens‑ und Konfliktforschung Peace Research Institute Frankfurt (PRIF) in Germany, where he co‑leads the comparative project “PATTERN: How Does the Past Matter? The Russian War of Aggression against Ukraine and the Cold War.” His work focuses on Russian foreign and domestic policy, the evolution of transatlantic security institutions, and the dynamics of hybrid warfare.

During his tenure at Ӱԭ, Dr.Polianskii will pursue a research agenda on transatlantic security relations, examining in particular the interplay between Russia’s strategic disengagement from European security frameworks and the transformation of transatlantic relations. He will teach a graduate‑level seminar entitled: “Russia and the West: Hybrid Warfare and Transatlantic Security”.

The Visiting Scholar position will include teaching a module on the EU’s regional cooperation mechanisms, which involves six three-hour sessions, consultations with students, constructing the course outline for the module, and evaluation of student written and oral work. The module is part of an advanced undergraduate/graduate level course entitled, “The EU, Russia and China: Competing Regionalism in Eurasia”. The course is provided by the Institute of European, Russian, and Eurasian Studies (EURUS) at Ӱԭ University.

In addition to teaching, the Visiting Scholar will be expected to provide consultation with students and to offer one public research lecture at the Centre for European Studies on a topic related to the EU as a regional actor.

Qualified applicants must be based at an academic institution in an EU member state. We are seeking applicants with a completed Ph.D. in a relevant field and with a record of publications, relevant teaching experience, and an active research program.
