Through its Academic Freedom Monitoring Project, Scholars at Risk (SAR) responds to these attacks by identifying and tracking key incidents, with the aim of protecting vulnerable individuals, raising awareness and encouraging accountability. SAR recently published <a href=\"https:\/\/www.scholarsatrisk.org\/resources\/free-to-think-2021\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"false\" aria-label=\"Free to Think 2021 - opens in new tab\" data-uw-rm-ext-link=\"\" data-uw-styling-context=\"true\"><em data-uw-styling-context=\"true\">Free to Think 2021<\/em><\/a>, its annual report analyzing attacks on higher education communities around the world.<\/p>\n<p data-uw-styling-context=\"true\">The report contains a litany of violence, from a deadly bombing at Kabul University to armed abductions on Nigerian campuses and lethal military force against students and teachers resisting the junta in Myanmar.<\/p>\n<p data-uw-styling-context=\"true\">\u201cWe are at a crisis moment: a surge of Afghan scholars seek refuge from the Taliban and the increasingly narrowing space for expression in Afghanistan, while lawmakers\u2019 efforts in more open societies, including the United States, seek to restrict what can be taught in lecture halls,\u201d SAR founding executive Robert Quinn said on release of the <a href=\"https:\/\/www.scholarsatrisk.org\/resources\/free-to-think-2021\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"false\" aria-label=\"Free to Think 2021 - opens in new tab\" data-uw-rm-ext-link=\"\" data-uw-styling-context=\"true\"><em data-uw-styling-context=\"true\">Free to Think 2021<\/em><\/a><em data-uw-styling-context=\"true\"> report<\/em>.<\/p>\n<p data-uw-styling-context=\"true\">The report analyzed 332 attacks on post-secondary teachers, students, and their institutions in 65 countries in the last year, a statistic that represents \u201conly a fraction\u201d of the total around the globe.<\/p>\n<p data-uw-styling-context=\"true\">Killings, violence, and disappearances comprised a third of the attacks. Another third were imprisonments. In India, authorities prosecuted scholars and students under an anti-terrorism law for expressing views against the ruling party. A far-reaching national security law imposed by Beijing on Hong Kong led to a crackdown on academics. In Belarus, teachers and students who protested Alexander Lukashenko\u2019s election victory were suspended and dismissed.<\/p>\n<p data-uw-styling-context=\"true\">The Scholars at Risk\u2019s <a href=\"https:\/\/www.scholarsatrisk.org\/report\/2020-09-17-university-of-toronto\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"false\" aria-label=\"monitoring report - opens in new tab\" data-uw-rm-ext-link=\"\" data-uw-styling-context=\"true\">monitoring report<\/a> included the rescinding of a job offer to Dr. Valentina Azarova as director of the University of Toronto\u2019s International Human Rights Program after a donor voiced concern about her scholarship on Israel and Palestine. The University\u2019s decision in September 2020 prompted a <a href=\"https:\/\/www.caut.ca\/latest\/2021\/04\/caut-council-imposes-rare-censure-against-university-toronto-over-azarova-hiring\" data-uw-rm-brl=\"false\" data-uw-styling-context=\"true\">rare motion of censure<\/a> by CAUT. The censure was recently lifted after the position was reoffered.<\/p>\n<p data-uw-styling-context=\"true\">The SAR list also included 34 \u201closs of position\u201d incidents where scholars were fired, suspended, or otherwise punished for their academic work or beliefs.<\/p>\n<p data-uw-styling-context=\"true\">The report also cited troubling developments in the United States where campus diversity lessons were interrupted by racist \u201cZoom bombings\u201d and the former Trump administration ordered federal agencies and contractors to cease teaching of critical race theory.<\/p>\n<p data-uw-styling-context=\"true\">Clare Robinson, Scholars at Risk advocacy director said, \u201cthe frequency and global reach of these attacks should be alarming, not only to those in higher education, but to society at large.\u201d<\/p>\n<p data-uw-styling-context=\"true\">The report was released December 9, along with a ceremony for the recipient of the 2021 <a href=\"https:\/\/www.scholarsatrisk.org\/courage-to-think-award\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"false\" aria-label=\"Courage to Think Award - opens in new tab\" data-uw-rm-ext-link=\"\" data-uw-styling-context=\"true\">Courage to Think Award<\/a>, Dr. <a href=\"https:\/\/www.scholarsatrisk.org\/2021\/11\/ahmadreza-djalali-honored-with-2021-courage-to-think-award\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"false\" aria-label=\"Ahmadreza Djalali - opens in new tab\" data-uw-rm-ext-link=\"\" data-uw-styling-context=\"true\">Ahmadreza Djalali<\/a>, a prominent scholar of disaster medicine sentenced to death in Iran.<\/p>\n<p data-uw-styling-context=\"true\">________________________________________________<\/p>\n<p data-uw-styling-context=\"true\">On the occasion of this CAUT report, it is worth remembering that 杏吧原创&#8217;s own faculty union, CUASA, was instrumental in bringing SAR to 杏吧原创 almost a decade ago. CUASA current president Angelo Mingarelli approached the Provost at the time,\u00a0and discussed the idea of creating a SAR program at 杏吧原创 (CUASA had\u00a0heard about this at a CAUT Council meeting). As Angelo tells it, &#8220;The request was repeated by CUASA over many monthly\u00a0meetings. As you know the university had to\u00a0subscribe to SAR not the union &#8230; After about a year of\u00a0such discussions the Provost agreed and together we tabled the\u00a0proposal whereby we would &#8216;split the costs&#8217; of the first SAR scholar, with CUASA providing half a\u00a0year&#8217;s salary and the university the other half &#8230; We [also] decided to go\u00a0through the university&#8217;s Future Funder to get CUASA members&#8217; donations.
