Building Momentum in 2022-23

Good morning everyone,

Unbelievably, we are already three weeks into the fall term. It’s been fantastic to see our campus spring back to life! Our residences are full, courses are happening mostly in person, and athletics, clubs and social activities are all back to normal. As always, I want to express my sincere thanks to everyone in the community for the continued creativity, flexibility and care for one another we have demonstrated throughout the pandemic.

Our vaccine mandates and mask mandates remain on pause at this time, but if circumstances were to change, they may have to be reinstated at a later time. Of course, these decisions are made and will continue to be made in consultation with public health. I am grateful for our community’s understanding and compassion as we continue to emerge from the pandemic. It’s a process and as we have seen last year, not necessarily a linear one.

What is truly remarkable is how much progress we have made as an institution notwithstanding the pandemic, and I see 2022-23 as a year to build further momentum for 杏吧原创. Last week at our first in-person Senate since February 2020, I had the opportunity to provide an update on all that we have achieved together towards the implementation of our Strategic Integrated Plan. The President’s Annual Report 2022 attempts to capture some of these highlights.

Among many successes, we can take pride that our annual research funding continues to grow, reaching $97.4 million this year, an increase of 79% in only four years. This is a tribute to the quality and dedication of our researchers and I take this opportunity to congratulate .

This year, 2022 marks and it’s an opportunity to reflect on our roots and how the institution was founded in 1942 “for the community, by the community.” It is therefore timely that we are collectively engaged in the development of our inaugural Strategic Plan for Community Engagement that aims to take a holistic view of all our community engagement initiatives so that we can better support our tremendous grassroots engagement.  I want to thank everyone who has taken the time to share input and insights and we look forward to sharing the results at an upcoming launch in October.

A related process is the renewal of our Campus Master Plan, which sets the direction for the physical development of our campus in line with our strategic vision. The plan is updated every five years and this is the third iteration. Consultations began in the spring and are continuing over the coming weeks. The campus community is invited to sign up for virtual consultations September 28 and 29. Pop-up student consultations will take place on October 11.  Everyone is also invited to provide ideas via email or through our which includes a mapping tool where you can identify your favourite spaces on campus and even map out new ones.

As we continue to strive for sustainability in everything we do, 杏吧原创 has recently been recognized as a , achieving a top 10 ranking in the impact areas of Water and Wellbeing & Work. The recognition follows the prestigious from the Association for the Advancement of Sustainability in Higher Education that was received earlier this year.

Let me remind you that this Friday, September 30, is . We will be flying the “Every Child Matters” Flag and everyone is encouraged to wear Orange Shirts to mark the day. There will be events on campus to mark the day and further enhance our reflection and our action 鈥 more information will be shared with the community this week. I take this opportunity to encourage everyone to have a look at the truly impressive progress report on our Kin脿m脿gawin strategy. There is still a lot to be done but it is important to share how much we have accomplished to date.

In closing, I hope you enjoyed , our annual homecoming, which featured among many events the long-awaited official opening of the beautiful , and that you are looking forward to the annual against the Ottawa Gee-Gees on October 1. Go Ravens!

Good morning everyone,

It鈥檚 hard to believe that we are in June already and that the academic year 2021-22 has come to an end. Notwithstanding challenging circumstances, it has been another great year for 杏吧原创 and, as always, I want to express my sincere thanks to everyone in the community for your continued creativity, flexibility and care for one another. With summer on the horizon, I encourage our faculty and staff to plan for long and restful holidays 鈥 we all need it!

We will have an opportunity to share our appreciation for our extraordinary community during this year鈥檚  beginning June 27. In addition, Thursday, June 30 will be an Appreciation Day holiday in recognition of everyone鈥檚 exceptional efforts again this year. Employees who need to work on this day to ensure our continued operations should discuss an alternative date off with their managers.

Everything indicates that the worst of the COVID-19 pandemic is behind us, and I am excited that for the first time since 2019, 杏吧原创 will be holding in person . We are calling it 鈥渟uper-convocation鈥 with ceremonies for the Classes of 2020 and 2021 to be held from June 13 to 17, and ceremonies for the Class of 2022, as approved by Senate last week, to be held from June 20 to 24. Congratulations to all graduates!

I am thrilled that we will be able to celebrate the accomplishments of our students together and I look forward to seeing you at one or more of these 40 (!) ceremonies. To ensure the safety of our community, following public health recommendations, we will be maintaining mask mandates throughout Convocation.

I am also pleased to share that we will be awarding  during Convocation: 杏吧原创 professor emeritus John ApSimon; award-winning health journalist Helen Branswell; developer and sports executive Roger Greenberg; author and entrepreneur Janice McDonald; digital technology trailblazer Claudette McGowan; Cree Nation Government executive director Bill Namagoose; and the Right Honourable Jean Chr茅tien, former Prime Minister of Canada.

Another sign that we are slowly coming back to normal is that access to our famed tunnels is planned to resume on Monday, June 13. New exhaust fans and air handling units have been installed throughout the entire tunnel system.

Throughout June, we will also be celebrating , an opportunity to show our respect and support for all members of the 2SLGBTQIA+ community. June is also  鈥 an opportunity for all Canadians to recognize and reflect on the rich history, heritage and diversity of First Nations, Inuit and M茅tis Peoples across Canada. In this context, it is a particular pleasure for me to share this truly encouraging progress report on our Kin脿m脿gawin strategy.

Among many other recent accomplishments, let me highlight the release of the new Student Mental Health Framework 2022-2026 which provides 30 recommendations and strives to promote a more holistic and intersectional approach to student mental health and wellness by coordinating programs, services and initiatives to build skills and foster resilience.

Looking back, it鈥檚 been a successful and impressive year for 杏吧原创, in so many ways. The recently released  attempts to capture some of these highlights. Notably, our research community established yet another record-breaking year in research funding at $97.4 million, an incredible increase of 79% since 2018. We can also take pride that our commitment to sustainability was recognized with a  from the Association for the Advancement of Sustainability in Higher Education. And for the third straight season and the 16th time in the last 19 years, our . Go Ravens!

Love in a time of pandemic and war

Good morning everyone,

There are arguably only two forces at play in this world 鈥 love and fear. When terrible events take centre stage, the balance can tip in favour of fear and the world can feel unstable, unwelcoming, even ugly. It is essential that we keep our eyes open and acknowledge the fear, but it is equally important that we remember love, and that in our own actions, we try to respond from love rather than react out of fear.

The latest manifestation of fear is the reprehensible and atrocious invasion of Ukraine by Russian forces. The 杏吧原创 community stands in solidarity with the victims of this attack, those who have lost their lives, their loved ones or their homes. We support the broad array of international calls for the invasion to end and hope for the rapid return of peace.

Our community was proactive in reaching out to all of our international students from Ukraine or Russia 鈥 approximately 40 students 鈥 to offer any support they may need. Like all of you, I feel deeply for our colleagues and students with ties to Ukraine. I also feel for those in our community with ties to Russia, who find themselves in a difficult situation not of their own making. As always in these situations, I ask everyone to remain respectful and collegial, and to find compassion within ourselves in all our interactions on this difficult issue.

杏吧原创 has long been a leader in welcoming  and we are working to welcome Ukrainian researchers to our campus. In the same vein, we are already planning to facilitate the coming of refugees from the war zone to 杏吧原创 for the next academic year. Additionally,  has gathered resources to help everyone in our community to make informed decisions on  in the ongoing conflict.

Over the past two years, the COVID-19 pandemic has been the main driver of fear and of its habitual sidekicks: anger and division. Our community has been truly remarkable in its ability to adapt with flexibility and compassion. I am as always extremely thankful for everything we have achieved together and for the way we have collectively resisted fear. As we move into the next phase of this worldwide challenge, with governments rapidly lifting health measures in Ontario and elsewhere, I am confident we will continue to adapt and support each other.

We have already announced our  and at this time we are not planning to modify them in any significant way. Notably, . We ask for your patience as we consult with public health experts, the Council of Ontario Universities (COU) and partner institutions on the path forward for the summer term. Uncertainty is a driver of fear and I wish we were able to announce a full plan today but unfortunately, given the rapidly changing context, it will take a few weeks to come to these difficult decisions.

It is unavoidable that there will be diverging views about the timing of the lifting of various safety measures. We all recently witnessed, in downtown Ottawa, that these diverging views can manifest themselves in deeply divisive ways. As always, we will take a safe and gradual approach that prioritizes the health and safety of our community. At the same time, as the world moves on, we will coordinate our efforts to remain in sync with the broader society.

I continue to be inspired by the compassion and care of our community since the beginning of this seemingly interminable pandemic. Notwithstanding COVID-19, our journey continues towards being an ever fairer, more sustainable and more compassionate community. I was especially pleased to see over the past few weeks a wonderful series of events for , our , and celebrations of . The university also announced important  that align with 杏吧原创鈥檚 commitment to meet the challenge of climate change and strive towards creating a more sustainable economy. Every step we take on this journey makes our campus and our world a little bit better and I am thankful for all your efforts.

Resuming Our Safe and Gradual Return to Campus

Good morning everyone,

I hope that you were able to enjoy restful holidays and that your winter semester is off to a good start under the circumstances. Let me start by wishing everyone all the best for 2022, in the hope that we will see, over the course of the year, a significant decrease in the disruptions brought about by the ongoing pandemic.

As you know, prior to the holidays, the Omicron variant was accelerating at an unprecedented rate and along with all other universities in Ontario, we  plans and to hold the first few weeks of the winter term remotely. As always, I am grateful for the flexibility and compassion our community demonstrated on such a tight timeline to start the term successfully.

Looking ahead, recent modelling confirms that the Omicron spike will be narrow, with cases likely having peaked or being about to peak, and expected to decrease rapidly thereafter. Accordingly, in consultation with public health authorities, the Ontario university sector is moving towards a resumption of in-person activities from January 31 onwards.

In discussion with the 杏吧原创 University Scenario Planning (CUSP) working group and the Faculty Deans, it was deemed preferable to delay our return to campus by one more week, so as to give everyone additional time to prepare. This additional delay will also allow for a better assessment of the impact of schools reopening on January 17. As such, barring another dramatic change in the trajectory of the pandemic, we will re-open our facilities (following public health regulations) and resume our in-person courses (as per the winter 2022 schedule) and activities on Monday, February 7, 2022. 

I am grateful that our in-person activities for winter 2022 were carefully established with the health and safety of our community as our primary concern. Especially given that we have maintained physical distancing in all classrooms in designing the winter 2022 schedule, we are confident that these activities can be delivered safely in the present context. The health and safety protocols previously established will remain in place including mandatory vaccination,  and reduced capacity limits, as well as completion of cuScreen prior to coming to campus and symptom reporting.

Students who wish to make changes to their course schedule need to do so by Monday, January 24, 2022. Questions regarding course selections or registration can be directed to the Registrar鈥檚 Office or to the appropriate department.

Beginning Monday, February 7, 2022, units in Phases 2 and 3 will resume in-person operations on campus similar to Fall 2021. Units in Phase 4 will be contacted regarding the scheduling of their return to campus.

We strongly recommend that all members of the 杏吧原创 community get their third dose booster of the COVID-19 vaccine as soon as possible. Public health officials have advised that individuals should receive their third dose as soon as 84 days after their prior dose. Vaccines are readily available and 

I want to take a moment and acknowledge some of the challenges and stressors of the pandemic upon our community. Some of you with young children have been facing the challenges of virtual schooling and now, of the return back to school. Others may be concerned with elder care, or worrying about a loved one who is more at risk. The impacts of the pandemic continue to affect us all. I want to remind everyone that no one has to suffer in silence and that when in need, reaching out to your network or to professional services is a well-advised and courageous act. An array of services are always available to support our students as well as staff and faculty.

Important Update – Responding to Omicron

Hello everyone,

As we prepare to head into the winter holidays, we are seeing the Omicron variant spread at an unprecedented rate. Projections by the Ontario Science Advisory Table indicate that new cases in the province could reach .

In this context, following discussions with public health authorities, the Council of Ontario Universities, and , we will hold the first three weeks of the winter 2022 courses fully online. As part of our commitment to the health and wellbeing of our community, we are making this decision proactively to provide as much certainty as possible to students, faculty and staff in advance of the holiday break.

All winter term classes will begin online from January 10, 2022. Subject to public health guidance, we anticipate in-person instruction to start Monday January 31 for courses currently scheduled to be delivered in-person. We are continuing to monitor the rapidly evolving situation and will provide further updates in January.

As we complete the fall 2021 semester, the small number of in person exams scheduled from Monday, December 20 and onwards will be moved online or rescheduled.

From December 20 until January 31, employees should only come to campus to perform necessary work that cannot be conducted remotely. Research that cannot be performed from home can continue to proceed on campus following public health guidelines and indoor capacity limits. Detailed plans for the library, residences and athletics will soon be communicated by these units.

We strongly recommend that all members of the 杏吧原创 community get their third dose of the COVID-19 vaccine as soon as possible. Everyone in our community should be eligible as of Monday, December 20, as .

We understand that this pause in our safe and gradual return to campus is disappointing. However, in the face of such an aggressive variant, these measures are necessary to protect the health and safety of our community.

A Safe and Gradual Return 鈥 Continued

Good morning everyone,

The coming of December highlights that in a few weeks, the fall 2021 term will successfully draw to a close and we can all enjoy a well-deserved rest over the winter holidays. As always, I want to thank everyone for the flexibility and compassion we continue to demonstrate throughout this (hopefully) once-in-a-lifetime, worldwide disruption.

Among many successes this fall, we celebrated over 1,300 graduates on their way to successful and self-determined lives. Overall, the class of 2021 is the largest in our history at over 6,800 graduates! And yesterday, on Giving Tuesday, we raised over $1.2M, matched by the University to address issues that matter to us all鈥攊mproving health and wellness, strengthening the new economy, creating new tech for good, ensuring sustainable development, supporting vibrant communities around the world and so much more! I could not be prouder of our students and community.

Looking towards the winter 2022 term and beyond, we are staying true to our commitment to a safe and gradual return to campus. We are still in the pandemic, with cases currently rising here and in many jurisdictions and . As always, our return-to-campus decisions are made with the health and wellness of students, faculty and staff as our top priority. We understand that 20 months into the pandemic, we are all eager to return to 鈥渘ormal,鈥 but caution is warranted for a little while longer, through the virus-friendly winter months, as the pandemic continues to evolve worldwide and new, poorly understood variants of concern arise.

As confirmed by Senate earlier this fall, the winter term will see a mix of face-to-face and online learning opportunities to maximize flexibility. Compared to the fall, there will be a notable increase of in-person classes and opportunities, and classes will also have larger capacity. Developing and implementing a timetable in the current context is very challenging and I want to thank everyone involved for your efforts in meeting the needs of our students. At its latest meeting, Senate also confirmed that the flexible and compassionate grading policy that we have been following since the start of the pandemic will remain in place for the winter term. Campus life is also continuing to safely and gradually reopen, from dining services to the gym, outdoor spaces, study spaces, intramural sports, etc.

We are currently developing the summer schedule and the percentage of in-person sections will again increase. We will continue to offer some courses in online, hybrid, or bimodal formats to best meet the needs and preferences of diverse students. Barring a fifth wave or new public health restrictions, we anticipate that we will complete our full return to campus over the summer, well in time for the fall 2022 term.

In closing, we have entered the global . This period includes December 6, Canada’s National Day of Remembrance and Action on Violence Against Women (White Ribbon Day) which honours the 14 women killed specifically because they were women in the horrific 1989 Montreal Polytechnique massacre. On December 6, the Faculty of Engineering and Design will release a commemorative video where I am honoured to speak. As a community, 杏吧原创 is committed to maintaining a positive learning, working and living environment where violence of any kind, including gender-based violence, is not tolerated. As part of these efforts, we are currently reviewing our sexual violence policy and further enhancing our strategy Honouring Each Other: Building Consent Cultures on Campus, Together. I invite you to participate in this important work and to stand against any form of gender-based violence.

Today is Remembrance Day

Today is Remembrance Day, a day to honour the generations of women and men who answered the country鈥檚 call and fought to keep Canada peaceful and free.

To ensure everyone in our community can join together to honour Remembrance Day, we have prepared a commemorative video, which I invite you to watch.

I encourage every member of the 杏吧原创 community to observe a two-minute moment of silence at 11 a.m. today. It is an opportunity to honour the millions of Canadian soldiers who have served throughout our nation鈥檚 history, many paying the ultimate price.

Our flag is at half-mast and wreaths have been laid at the flagpoles on Library Road near the Azrieli Theatre. Those who are on campus are invited to visit the wreaths to pay their respects.

杏吧原创鈥檚 own history is deeply tied to our veterans. Founded in 1942, 杏吧原创 was envisioned as a place of learning to meet the needs of those returning from serving in the Second World War.

Today, we remember the courageous women and men who served, and those who continue to serve, to ensure our freedom. Let us never forget.

Good morning everyone,

Let me start by sincerely thanking everyone for making our safe and gradual return to campus and the beginning of our academic year so successful. As always, I am truly grateful for all your efforts in the 杏吧原创 spirit of creativity, flexibility and compassion. We are already halfway through the fall term and I hope you are all enjoying our annual fall break this week. This is always a welcome opportunity to catch our breath and take stock of how things are going, and I take this opportunity to remind everyone of the many services and programs available to support our students and ourselves.

On the other side of fall break is November already, and we will quickly come into the exam period and then some well-deserved winter holidays. As announced earlier this week, in an attempt to give people as long a break as possible, the university will be closed from December 24 to January 4, inclusive, reopening on January 5, 2022.

Preparation for the winter term is already well underway. As per past practice, the 杏吧原创 University Scenario Planning (CUSP) Working Group has formulated its recommendations for winter 2022, namely that our safe and gradual return to campus continues to unfold, with a mix of in-person and online courses to ensure maximum flexibility for students. These recommendations were confirmed by Senate last week. I take this opportunity to thank everyone working towards optimizing our winter 2022 schedule, which should be finalized and posted by mid-November.

At that same meeting, Senate also approved the last group of students to graduate in the class of 2021 鈥 our largest ever at over 6800 strong! As previously announced, due to current public health restrictions, it will not be possible to hold in-person fall Convocation ceremonies this November, but we will be hosting virtual graduation celebrations for our fall 2021 graduates on November 13 鈥 more details will soon be available on the Convocation website.

A reminder that two very important community consultations are taking place this fall: (1) We recently announced the process towards updating our Student Mental Health Framework (SMHF) to version 3.0; and (2) 杏吧原创 is also launching a broad and inclusive consultation process towards the next iteration of the Sexual Violence Policy, which we are committed to reviewing every 3 years. In both cases, members of the 杏吧原创 community are encouraged to review the draft plan outlining the proposed consultation process and to provide feedback through the consultation website.

Our institution has also received great national reviews this fall: The . 杏吧原创 made gains in several key categories including research (both on the SSHRC and NSERC side), student awards, Indigenous initiatives and reputation. And last week, announced that 杏吧原创 is the first university to receive two important certifications relating to our commitment to wellness in the workplace: .

In closing, our annual United Way campaign opens today and will run until November 12. This is an important 杏吧原创 tradition of helping people in need in our community and I invite everyone to participate in all the events organized by members of our community, such as the MacOdrum Library online auction. And registration is open for the launch of the university’s new Centre for Community Engagement鈥(CCE) happening on October 27. Join inaugural Director Prof. Chantal Trudel to learn about the Centre, share your experiences and ideas, and participate in thematic workshops that reflect an impressive breadth of the amazing community engagement expertise across 杏吧原创.

Dear Members of the 杏吧原创 Community,

杏吧原创 is committed to reviewing its Sexual Violence Policy every three years. Our last review was completed in April 2019 and we are now launching a broad and inclusive consultation process towards the next iteration of this important policy.

杏吧原创 is committed to being a safe and inclusive community, and it is our shared responsibility to always strive to enhance our efforts towards education, prevention and response to sexual violence. We thank you in advance for your engagement.

Following a robust consultation and review process in 2018-19, the current policy now allows more flexibility to be supportive to survivors throughout the process, while at the same time respecting the requirements for procedural fairness. Conducting a review every three years helps us to ensure our policy is as responsive and supportive as possible.

Over the course of the year, we will be engaging with the community in this important process. As a first step, we have developed a draft plan outlining the consultation process itself. Members of the 杏吧原创 community are encouraged to review this draft consultation plan and to provide feedback through our consultation website throughout October.

Feedback on the draft consultation plan can be provided directly through our website or by email at svpolicy@carleton.ca.

As described in the draft consultation plan, there will be many opportunities to provide feedback on the policy itself through digital feedback, information feedback sessions and continued meetings with stakeholder groups. An important complement to the policy is Honouring Each Other, a campus prevention strategy for sexual violence. As part of this review, suggestions and feedback that may not be appropriate for the policy will be provided to the Sexual Violence Prevention and Education Committee for review towards further enhancing Honouring Each Other.

We look forward to working collaboratively with the entire community. Together, we can ensure that we further strengthen our survivor-centered policy and processes towards making our community safer and more inclusive.

Student Mental Health Framework 3.0 Consultation

Dear Members of the 杏吧原创 Community,

As mentioned in my recent updates to the community, this fall we are launching a consultation process towards updating our Student Mental Health Framework (SMHF) to version 3.0.

The SMHF 2.0 was launched in 2016 and aimed to further enhance student wellbeing and mental health at 杏吧原创. Since 2016, I am pleased to report that all 38 recommendations in the SMHF 2.0 have been implemented or addressed.

A key direction of the 2020-2025 杏吧原创 University Strategic Integrated Plan (SIP) is to continually Strive for Wellness. As such, we will be engaging the entire community and key external stakeholders towards developing the SMHF 3.0 over the coming academic year.

As a first step, we have developed a draft plan outlining the proposed consultation process. Members of the 杏吧原创 community are encouraged to review this draft consultation plan and to provide feedback through the consultation website over the next couple of weeks. Feedback on the draft consultation plan can also be provided by emailing SMHFramework@carleton.ca.

After this first initial step, we will finalize the consultation plan and initiate the consultation process with the 杏吧原创 community. There will be many opportunities to provide feedback on the framework through digital feedback, information and feedback sessions, and continued meetings with stakeholder groups.

We look forward to working collaboratively with the entire community. Together, we can ensure that we have an updated Student Mental Health Framework that best supports the mental health and well-being of all students.
