We are writing with an update on the Presidential and Provostial Task Force on Community Healing, Rebuilding and Belonging (CHRB). Kahente Horn-Miller, who led the launch of the Task Force, is now on medical leave and has stepped back from her role as chair. We wish her well and extend our collective support for her recovery.

We are pleased to share thatÌýCathy Malcolm EdwardsÌý²¹²Ô»åÌýSarah ToddÌýhave been appointed as co-chairs to lead the Task Force and maintain the momentum of its mandate, which will continue to draw on the counsel of Indigenous Elders and Indigenous approaches to healing, reconciliation, community and belonging.Ìý

Malcolm Edwards currently serves as lead, Coordinated Accessibility Strategy Implementation, which advances institution-wide initiatives that connect accessibility-focused efforts to meaningful, action-oriented practice. Her work bridges design, accessibility and policy, supporting environments in which people can participate fully and where change efforts are both thoughtful and sustainable. Malcolm Edwards has more than 30 years of experience working with researchers, educators, policy partners and community members. She is known for building strong, collaborative relationships and for designing inclusive processes that support open dialogue and shared understanding.

Todd currently serves as director of ÐÓ°ÉÔ­´´â€™s Arthur Kroeger College of Public Affairs. She is Professor in the School of Social Work, where she continues to teach and supervise students. Todd passionately believes in supporting universities as places for discovery and the exchange of ideas. Over decades of working with community members, students, research teams and ÐÓ°ÉÔ­´´ colleagues, Todd has worked in values-based ways that remain open to learning and growing with others while developing processes that support the meaningful contributions of everyone.Ìý

Tony Frost Announces Retirement

Dear members of the ÐÓ°ÉÔ­´´ community:

I am writing to share that, after working in higher education for the past 25 years, Tony Frost, ÐÓ°ÉÔ­´´â€™s Chief Communications Officer and Associate Vice-President (Communications and Public Affairs), has decided to retire. Tony’s last day at ÐÓ°ÉÔ­´´ will be August 31, 2026. 

Over the course of his time here, he has led several important initiatives, including the Reputation Enhancement Project (REP); the creation of a brand identity and related assets; the expansion and professionalization of the University Communications team; and the development of marketing, modern brand and communication campaigns that have helped to elevate ÐÓ°ÉÔ­´´â€™s profile and reputation and to drive student recruitment. His leadership in shaping how we tell our stories and engage with our community and partners has been laudable.

Tony’s work at ÐÓ°ÉÔ­´´ builds on a career characterized by a commitment to innovation and a passion for assisting institutions to enhance their reputation and profile, as evidenced by initiatives on brand identity and platform development, execution and measurement that he led at the University of Waterloo, Fanshawe College, Mount Allison University and Wilfrid Laurier University. 

We are grateful to him for giving ÐÓ°ÉÔ­´´ the opportunity to benefit from that innovative spirit, commitment to continuous improvement and passion for excellence. In the next six months, Tony will continue to lay a strong foundation for our institution’s future as he leads or contributes to the advancement of key strategic priorities, including the Distributed Shared Services model for marketing and communications; the development of a revised brand and advertising policy; and the university’s strategic planning process. 

There will be an opportunity in the future for an appropriate farewell to express our collective gratitude. Until then, please join me in thanking Tony for his excellent service and many superb contributions to ÐÓ°ÉÔ­´´, and in wishing him well as he prepares for his next adventure.

As part of the Towards ÐÓ°ÉÔ­´´@100 strategic visioning process, I am pleased to invite nominations for membership on the initiative’s working groups. 

These groups will play a central role in shaping ÐÓ°ÉÔ­´´â€™s future. Structural Changes within Students and Enrolment

Dear members of the ÐÓ°ÉÔ­´´ community,

As you may know, Suzanne Blanchard’s term as Vice‑President (Students and Enrolment) will conclude on January 31, 2027. With that horizon in mind and in keeping with our responsibility to plan thoughtfully for continuity and long‑term success, the university has been engaged in careful planning for the future of this important portfolio.

This work is grounded in the direction set out inÌýFrom Promise to Inclusive Impact and Prominence, Together, our shared commitment to student success, academic excellence, equity and collective impact. As we continue to move from promise to action, it is essential that our organizational structures support deeper integration between the academic mission of the university and the lived student experience.

Last fall, a review of the Provost’s portfolio was undertaken by an independent external assessor. One of the key recommendations was to explore the feasibility of moving student and enrolment‑related functions into the Provost’s portfolio. The overarching objective is for ÐÓ°ÉÔ­´´ to fully adopt a Provostial model. This approach, used at many peer institutions, reflects the understanding that student success is best supported when academic and student‑focused priorities are considered together in a holistic and intentional way.

Under the new structure, the Students and Enrolment portfolio will be organized into two distinct groupings:

  • a registrarial and enrolment group, and
  • a student affairs and ancillary group.

Both groups will report into the Provost and Vice‑President (Academic). This alignment is intended to strengthen collaboration, enhance clarity of purpose and better integrate student‑focused and academic priorities.

To support a smooth and intentional transition, the changes will occur in phases:

  • May 1, 2026:ÌýThe Accessibility Institute will transition to the Office of the Vice‑President (Research, Innovation and International).
  • July 1, 2026:ÌýThe registrarial and enrolment group (Admissions Services; Awards and Financial Aid; International Admissions and Recruitment; Undergraduate Recruitment; Registrar’s Office; Academic Advising Centre; Info ÐÓ°ÉÔ­´´; Scheduling and Examination Services; Student Systems Support) will transition to the Provost’s portfolio.
  • February 1, 2027:ÌýThe remaining units will transfer, aligning with the conclusion of the Vice‑President’s (Students and Enrolment) term.

The phased approach will provide teams with the time and support needed to prepare for the transition. The university is committed to working collaboratively across portfolios throughout this process and to ensuring that individuals and units are equipped for success.

Recognizing that organizational change can bring questions and uncertainty, there will be ongoing communication and opportunities to ask questions as this work progresses. Questions can be sent to either provost@carleton.ca or vpstudents@carleton.ca.

The Students and Enrolment team brings extraordinary care, professionalism and commitment to their responsibilities every day to ensure that our learners are appropriately supported to thrive and to succeed. I am confident that this evolution will enhance their work further and help to position the university strongly as a preferred destination for students and to provide them with the most meaningful and impactful experience.

Community Healing, Rebuilding and Belonging Task Force Announcement

Dear members of the ÐÓ°ÉÔ­´´ community, 

Over the past months and years, we all have experienced growing tension and division due to geopolitical conflicts and ongoing challenges to equity and inclusion. Our campus is not immune to these fractures and unrest and we, as a university community, have a duty to find a better way forward. We must engage in open, honest and earnest dialogue to strengthen our shared commitment to equity, diversity, inclusion and academic freedom, and to ensure that everyone at ÐÓ°ÉÔ­´´ feels safe, respected and that they belong.

To help guide this work, we are establishing the Presidential and Provostial Task Force on Community Healing, Rebuilding and Belonging (CHRB). The Task Force will engage the ÐÓ°ÉÔ­´´ community to:

  • Identify situations and practices that undermine collegiality, safety or belonging
  • Recommend concrete actions to create a more inclusive, equitable and respectful campus environment
  • Support a culture that balances academic freedom and free expression with civility, empathy and mutual respect

The Task Force will begin its work on November 1, 2025, and provide recommendations by April 30, 2026. The Task Force’s membership currently is being confirmed. It will bring together representatives from all areas of the ÐÓ°ÉÔ­´´ community to ensure diverse perspectives inform its work.  

ÐÓ°ÉÔ­´´â€™s strength lies in our ability to come together with openness, empathy and respect. We invite all members of our community to support and engage with this important work.

Executive Title Updates Reflecting ÐÓ°ÉÔ­´´â€™s Strategic Priorities

To members of the ÐÓ°ÉÔ­´´ community, 

I am pleased to share with you a series of updates to executive and portfolio titles as part of ongoing efforts to ensure that position and office descriptions accurately reflect the scope of responsibilities, and facilitate effective execution of the university’s priorities. These changes provide greater clarity about the remit of roles, align with sector practices and strengthen the connection to our institutional values and strategic directions. Please note that the changes are exclusively about titles and portfolio names and do not in any way affect the status of incumbent office holders. 

Vice-President (People, Finance and Operations) 
Formerly Vice-President (Finance and Administration), this revised title highlights leadership in human resources, organizational culture, employee wellbeing and operational areas such as facilities, IT and infrastructure. Duane McNair, who joined ÐÓ°ÉÔ­´´ in December 2024, continues in this role. He brings over two decades of senior leadership experience and a strong commitment to innovation, equity and continuous improvement. 

Vice-President (Research, Innovation and International) 
Formerly Vice-President (Research and International), this revised title highlights the growing importance of entrepreneurship, commercialization and global partnerships in advancing research and societal impact. Rafik Goubran, a Chancellor’s Professor and internationally recognized researcher, continues to lead this portfolio. Since his appointment in 2017, he has championed multidisciplinary research and global collaboration. 

University Governance Secretariat / University Secretary and Chief Governance Officer 
Formerly University Secretariat / University Secretary, these updates reflect the office’s central role in supporting bicameral governance, fiduciary accountability, compliance and institutional policy development. Amanda Goth, who has served as University Secretary since 2016, continues in this role. A ÐÓ°ÉÔ­´´ alumna and seasoned governance professional, she is a trusted advisor to both the Board of Governors and Senate, ensuring the integrity of our governance processes. 

Office of University Legal Services 
This new name replaces the Office of General Counsel and enhances clarity about the services provided by the office, helps to make those services more visible and accessible, thereby enabling earlier engagement for legal guidance, risk management and policy support. Richard Sinclair, appointed General Counsel in 2024, leads this office. He brings extensive legal expertise in higher education and a collaborative approach to institutional strategy and compliance. 

These updates mark an important step in ensuring that our leadership structure continues to support ÐÓ°ÉÔ­´´â€™s strategic goals and evolving mission. I encourage all members of our community to update references in their materials to reflect the new titles and portfolio names.
