Constantino Xavier is a Fellow in Foreign Policy Studies at Brookings India in New Delhi and the Brookings Institution in Washington DC. He researches on India鈥檚 foreign and security policies as a regional power, with a focus on institutions and decision-making processes, and also on relations with Europe.
Dr. Constantino Xavier will present his research on how India is responding to China鈥檚 massive inroads into South Asia and the Indian Ocean region.聽The talk will focus on how the rise of China has pushed India to develop聽alternative policies that balance connectivity, security and democracy in its聽neighborhood.聽Delhi is now more willing to 聽work with outside powers to enhance connectivity in what used to be its exclusive sphere of influence. Traditionally less vocal about the role of values in its foreign policy, India is now also more willing to engage in democracy assistance beyond its borders, mostly focused on capacity-building. These shifts also open聽opportunities聽for greater dialogue and cooperation with聽Japan, the United States, Canada and other聽鈥渓ike-minded鈥� democratic powers.
