{"id":7597,"date":"2012-02-24T09:20:40","date_gmt":"2012-02-24T14:20:40","guid":{"rendered":"http:\/\/carleton.ca\/financialservices\/?page_id=7597"},"modified":"2022-03-04T09:57:06","modified_gmt":"2022-03-04T14:57:06","slug":"roles-and-responsibilities","status":"publish","type":"page","link":"https:\/\/carleton.ca\/financialservices\/who-we-are\/roles-and-responsibilities\/","title":{"rendered":"Roles and Responsibilities"},"content":{"rendered":"<p>This page describes the general roles and responsibilities of the various units and positions of the University, as it relates to financial transactions.<\/p>\n<h3>Budget Manager\/Signing Authority\/Research Fund Holder<\/h3>\n<ul>\n<li>Ensure funds are used in accordance with University and\/or funding agency policy and guidelines<\/li>\n<li>Ensure the most effective and economical use of funds<\/li>\n<li>Monitor budgets to ensure activity is their own and balances remain positive<\/li>\n<li>Notify Financial Services of erroneous entries<\/li>\n<li>Approve requests that are complete, valid and accurate<\/li>\n<\/ul>\n<h3>Departmental Contact or Requisitioner<\/h3>\n<ul>\n<li>Complete forms\/requests for services accurately and fully<\/li>\n<li>Provide original supporting documentation<\/li>\n<li>Assign the appropriate FOAPAL to the transaction<\/li>\n<li>Authorize each expenditure or seek from other authorized individual<\/li>\n<\/ul>\n<h3>Deans\/Chairs\/Department Heads<\/h3>\n<ul>\n<li>Ensure financial activity falls within overall budget<\/li>\n<li>Confirm expenditures are for University purposes and are in accordance with University policy<\/li>\n<li>Cover over-expenditures in unit-related research and special purpose funds as required<\/li>\n<li>Confirm availability of matching institutional funding where required for related research funds<\/li>\n<\/ul>\n<h3>Financial Services<\/h3>\n<ul>\n<li>Provide the University community with the tools, advice and guidance to effectively manage their financial resources<\/li>\n<li>Develop financial systems and provide the relevant training to support operational and reporting needs<\/li>\n<li>Provide advice and oversight on the development and management of budgets that ensure the long term financial health of the University<\/li>\n<li>Ensure transactions are processed accurately, in accordance with University or externally applicable policy, and in a timely manner<\/li>\n<li>Provide guidance on business continuity planning<\/li>\n<li>Provide financial reports and statutory remittances to various stakeholders<\/li>\n<li>Establish policies and guidelines that ensure effective stewardship of the University\u2019s financial resources and are in accordance externally imposed directives<\/li>\n<li>Oversees the University\u2019s procurement of goods and services through competitive, open, fair, and transparent processes and ensures compliance with university policies and public sector legislative requirements<\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p><\/p>\n<p><\/p>\n<p><\/p>\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>This page describes the general roles and responsibilities of the various units and positions of the University, as it relates to financial transactions.
