She discusses Europe’s rapid shift away from Russian energy and the most significant policy changes and the “policy entrepreneurs” who used the crisis to accelerate climate reforms at both the EU and national levels. Next, Dr. Schreurs examines Russia’s deepening energy ties with China to bypass sanctions and what that means for Europe’s growing dependence on China for clean-energy technologies and the critical minerals behind them.

Dr. Schreurs also compares Canada and Germany, including the roles of federalism and EU climate legislation, and offers ways to overcome “fossil fuel legacies” without sparking major backlash or disruption. The interview closes by discussing how rising geopolitical tensions and uncertainty in the transatlantic partnership are shaping energy policy in Europe and Canada.

This round table discussed how the EU’s General Data Protection Regulation’s role is shaping data governance and the way that businesses operate in both the EU and Canada. Presenters cover:

  • A thorough overview of the GDPR and its consequences for data governance in the EU, as well as other digital policies that the EU is beginning to institute in an attempt to level the playing field between individuals and corporations, improve data sharing, and get the EU ready for greater market participation in markets like AI
  • The impact that the GDPR has had on EU businesses, small, medium, and large, including the fragmentation of the single-market with regards to data caused by non-standardised approaches to digital policy enforcement by member-states
  • The current playing field for Canada with regards to its digital policy and data privacy protection, including its adequacy agreement with the EU, past and current federal and provincial digital privacy policy proposals, and what the future of Canada’s digital privacy will look like.
  • How the proliferation of digital policy frameworks could impact Canadian businesses, including CETA, CUSMA, and the WTO Joint Statement Initiative on E-Commerce
  • A round of questions led by moderator, including questions about whether the GDPR offers businesses advantages and if Canada is doomed to fragmentary digital privacy policy
  • Questions from the audience, including how the GDPR might interact with policies like the Green Deal and what the ability of the EU is to push for digital standards in trade

Discussion of the geopolitical deadlock and humanitarian crisis between Poland, Lithuania, and Belarus with some discussion of Russia. Speakers covered a range of topics about the migrant crisis, including:

  • The motives of President Lukashenko’s use of the crisis as an attempt to force EU countries to end sanctions and engage with Belarus.
  • The narratives coming from the countries involved as well as Russia, and the Polish narrative as the last defence of Europe against the migrants.
  • The historical factors around Soviet Border control and the legacy of this system in the current situationl.
  • Russia’s public diplomacy in relation to crisis, and the way it has made use of the crisis.
  • The EU’s eastern policy and the impact of the crisis on this policy, and whether the eastern policy has been at all successful.
  • The EU narrative of the crisis and the framing of the crisis as not a migrant crisis, but rather an authoritarian attempt to destabilise democratic neighbours.

Dr. Greer provides important insights into the EU’s challenges when it responded to the needs of its member states during the COVID-19 pandemic in early 2020. The EU’s primary focus on economic integration expanded to managing an overwhelming health emergency. There was success in establishing a shared procurement and vaccine strategy and a new EU preparedness agency.

In the policy brief, he describes the three faces of the EU’s health policy. From public health coordination, patients’ rights and e-health initiatives to the market to fiscal governance, he focuses on how COVID-19 changed the EU’s health policy. Additionally, he suggests it is the third face, fiscal governance, to watch in the future. As member states move forward through the pandemic in the next few years, it is unclear if the funding and commitment by member states will continue for the EU’s health policy.

is Professor of Health Management and Politics, Global Public Health and Political Science at the University of Michigan. He is Senior Expert Advisor on Health Governance to the European Observatory on Health Systems and Policies, Brussels. His books include the edited Coronavirus Politics: The Comparative Politics and Policies of COVID-19(2021) (open access link) and Everything you always wanted to know about European Union health policy but were afraid to ask(third edition, Oct. 2021). He was a guest presenter for a Jean Monnet Centre of Excellence webinar earlier this year in June.

TheCETA Business Lecture Seriesaddresses the various impacts the Canada-EU Comprehensive Economic and Trade Agreement (CETA) has had on Canadian and European businesses.
